In June 2024, a consultation paper was produced by the Department of Housing, Local Government and Heritage to launch a review of the qualifications for engineering posts in the local government sector.
This latest review is being carried out by a ten-person working group, chaired by Roscommon County Council CEO, Shane Tiernan. It will re-examine qualifications for all posts from graduate engineer to City Engineer.
The matter of engineering qualifications was last reviewed by the Department between 2017-2018 and, at that time, they confirmed the need for all engineering positions to require the minimum of a Level 8 (National Framework of Qualifications) qualification in engineering.
The consultation paper outlined the reviews twelve goals, which include:-
- Examination of the educational and experiential requirements at each engineering level and ensuring that the qualifications for posts meet the wider obligations vis a vis employment law, the National Framework of Qualifications and the CPSA Codes of Practice.
- Engagement with the sector to improve understanding of the roles currently undertaken by engineers.
- Determining whether changes are required to the existing qualifications to attract as wide a pool of qualified engineers as possible to the sector.
- Determining how qualifications can provide for career progression as well as allowing for retention of professional staff in the public service.
LAPO has submitted a detailed position document to the review group. The LAPO position is one that seeks to protect the high standard of qualification for our professional grades while also looking to develop continuing professional development. We have indicated a willingness to engage in further discussion on an apprenticeship pathway and other options. The LAPO Executive Committee appointed a sub-committee to draft the position paper and it was then sanctioned by the full committee before being submitted. We expect the Department to report on the outcome of the Review before the end of 2024.
